I think the whole "Tokyo Splash is not as wet" thing is a myth. I was at Tokyo Disneyland last summer and rode Splash Mountain as one of the last attractions of the trip. I don`t think I have ever gotten more wet on either American version of the ride. Maybe they turn down the splash in winter, but in September, we got soaked!

As for Japanese Disney fans not wanting to get wet, every summer they have mini water parades at both parks where the goal is to get the onlookers as drenched as possible. They even sell t-shirts with targets on them so the cast members running the water cannons know where to shoot.
